History of School Facilities Financing

Vermont's General Assembly explored the backlog of facilities needs in school districts during the 2019-2020 legislative session. The Bond Bank provided data to inform this critical discussion given its long history of financing local school districts.The data was again updated in winter 2023 in light of an in-progress statewide facilities needs study.

Town Highway Disaster Reserve Benchmarks

Vermont local governments operate with constrained resources and limited capacity in an increasingly complex political, social, and environmental context. From 2023 to the present, the last of these factors was felt acutely throughout Vermont due to the impact of extreme weather and related flooding. Information on how to plan for reducing and avoiding this risk is relatively widespread; however, guidance on how to withstand the financial impact of extreme weather events is sparse.

The Bond Bank’s "Town Highway Disaster Reserve Benchmarks" (Reserve Benchmarks) are a first step in filling this gap by providing comparative and historically based data to develop clear financial benchmarks.

Local Infrastructure Database

The geographic information system (GIS) at the link below details 20 years of Bond Bank financing across the state. The database was developed alongside Chittenden County Regional Planning Commission using the Bond Bank's data. 

The data can be used by Vermont communities to better understand past investment while charting a course forward.
