First Annual VT Bond Bank Capital Planning Contest

Vermont Bond Bank (“Bond Bank”) is pleased to announce its first annual Capital Plan Contest as well as the Vermont Capital Planning Forum.

At no point in recent memory has the need for capital planning been more apparent as new federal infrastructure dollars are poised to make long-standing plans a reality. However, even in this moment, and in the most resource-rich of communities, scarcity and competing priorities demand a process for prioritization. This is particularly true given the unique scale and context of Vermont where national, and largely urban, examples of capital planning are a poor fit.

In sponsoring the contest, the Bond Bank seeks to recognize best practices in communities of all sizes while allowing all Vermonters to benefit from exemplary models of capital planning throughout the state.

Awards will reflect the state’s diversity based on community population from micro to metro with enterprise or utility submissions welcome also.

Winners will be featured in the Bond Bank’s future publications on capital planning. Additionally, winners will receive professional photography of a related project and special recognition at the Bond Bank’s upcoming capital planning forum, and all will receive technical assistance on capital plan implementation.

The award ceremony will take place in conjunction with the Vermont Capital Planning Forum.

Judges include a panel of statewide leaders with years of experience assisting communities with their infrastructure planning needs.

  • Ashley Lucht, Director of Capital Planning, Vermont Bond Bank
  • Brian Lowe, Executive Director, Vermont Council on Rural Development
  • Liz Royer, Executive Director, Vermont Rural Water Association
  • Misty Sinsigalli, Area Director, VT and NH state office of USDA-RD
  • Seth Leonard, Managing Director of Community Development, Vermont Housing Finance Agency
  • Tasha Wallis, President of the Vermont Association of Planning and Development Agencies
  • Ted Brady, Executive Director, Vermont League of Cities and Towns
